ABSTRACT
Operational and maintenance management of civil infrastructure is critical to sustaining process continuity and asset value in energy industries. However, maintenance prioritization is often not structured around user needs, particularly in water treatment facilities exposed to aggressive coastal and chemical environments. This study aims to formulate priority maintenance actions for civil infrastructure in the Water Treatment Plant (WTP) and Waste Water Treatment Plant (WWTP) of PLTU Paiton PT YTL Jawa Timur using Quality Function Deployment (QFD). Primary and secondary data were collected through observation, questionnaires, and literature review, involving 15 permanent workers selected through purposive sampling. QFD was applied to translate user requirements into technical responses, and Pareto analysis was used to determine priority interventions. The results identified 29 priority technical requirements out of 43 evaluated components. The highest priority was maintenance of the pump system with an absolute weight of 50.77, while wall cleanliness represented the lowest-ranked priority within the selected group with a weight of 20.97. Follow-up inspection of the selected components generated 4 emergency maintenance actions, 19 preventive maintenance improvements, and 7 development recommendations. The findings indicate that maintenance priorities in energy-sector water treatment facilities are multidimensional, covering process reliability, operational support, facility hygiene, and environmental sustainability. This study contributes a structured prioritization model that integrates user needs, technical requirements, and field inspection to support more targeted maintenance decision-making in industrial civil infrastructure.
