ABSTRACT
Project scheduling and labor allocation are essential for controlling construction projects under time and resource constraints. This study develops a planning schedule and evaluates labor allocation for the RSUD Krian construction project in Sidoarjo Regency by integrating the Precedence Diagram Method (PDM), resource leveling, and an S-curve using secondary project documents (BOQ/RAB, drawings, RKS, and the available project schedule). The project documents define a 270-working-day planning horizon, from April 22, 2024, to January 16, 2025. The available PDM summary shows a zero-float activity sequence with an Early Finish of 159 days; therefore, it is treated as a partial critical-path extract rather than an independent verification of the full 270-day duration. Resource-leveling output reduces peak labor demand from 147 to 51 workers while retaining the 270-day horizon. The S-curve is interpreted as a baseline planning and control instrument, not evidence of actual performance, because realization data were not analyzed. This case study integrates precedence-based scheduling, labor smoothing, and baseline progress planning while distinguishing document-based project duration from verifiable critical-path evidence. Further validation requires the complete activity network, activity-shift log, and actual progress data.
